my county fair start relay is not engaging when i start the machine. just stays in tilt. if i depress the plate on the relay it stays on the magnet and the machine plays. if i turn it off and back on, relay does not engage. any clues?

Welcome to Pinside. There is a lot of documentation for County Fair online at: https://bingo.cdyn.com/machines/bally/county_fair/ provided I believe by our own @baldtwit. I think the normal starting path for the Start relay is down the right side of this part of the schematic where there are 5 normally closed switches to check in addition to the coin switch:

There is also an interesting note in the game manual:

The #4D switch is just below the coin switch in the schematic above.

sounds like a description of the anti-cheat relay.
the start relay would only stay on the coil top for some of the cycling of the timer cams, while the anti-cheat would stay powered forever.
the anti-cheat relay does not power immediately on power-on, you have to cycle the machine once first - normally via the coin switch unless the game has been modified for free play.
