stargate voltage question. Please help

So I picked up a stargate. Was working fine when picked up. And not so much when it arrived at my house. I have owned and do own several pins but this is my first gottlieb as I have always owned BW or newer sterns.

Initially, the game wouldn't boot unless I dialed the +5v up higher. I replaced the 5v rheostat but the game still will not boot unless I dial the voltage up to around 8 or 9 volts. Once the game boots, I can dial it back down to around 6 volts as measured on the CPU board but no lower. If I go lower the CPU hangs. So, in effect, every time I power cycle the game I have to open the back box and dial the voltage up or else the game will not boot but just keep making that obnoxious beeping noise. Once booted, I can dial it back down.

Also, there is something of a hum coming from the sound board when the voltage is that high and I don't think it is good to leave it at 8-9volts.
Any ideas?
