So, for High Sierra folks, I can confirm that you're unable to copy from Finder to a FAT-32 formatted external volume. Thankfully, you can do it in terminal. Here's the commands that I ran to make it work:
marcs-mbp-4:~ ms$ cp /Users/blah/Downloads/Star_Wars_LE-0_92_0-100617/star_wars_le-0_92_0.spk.002.000 /Volumes/Stick/
marcs-mbp-4:~ ms$ cp /Users/blah/Downloads/Star_Wars_LE-0_92_0-100617/star_wars_le-0_92_0.spk.002.001 /Volumes/Stick/
Where blah is your username and Stick is the name of your external FAT-32 volume. I just ran my update this way without issues, so, you should be all good to go.
