    The fuse holders on those DE machines are terrible. Check especially F1 and F2 on the power supply board. Sounds like you are not getting 5v to the mpu. Those fuse holders bend and break often. I've had torepace at leas 3 in DE Simpsons ad 2 different DE Star Wars. If I hadda bet on one thing, that would be it.

    Which lamps are they? Chances are all the lights are in the same lamp column. The manual is available ipdb. Find the lamp matrix and see. If it's all one column or row, first check that connector wire on the lamp board, (Not mpu). If that ain't it, it's most likely the transistor that controls the row or column. Easy fix if you have a little soldering savvy
