With Classic Bally/Stern games it's best to unplug ALL the displays and then try each one individually at the Player 1 position. This is typically where the wire harness daisy chain for the displays starts (so J1 on the MPU to the Player 1 display, then from Player 1 to another position). By just testing one display at a time you can know for sure if it's an issue with the signals coming from the MPU or the display(s).

I second this.

Ran into this before and it turned out to be one of the displays itself causing issues with the others.

Isolate the problematic display and work from there.
