That poll is ridiculous. Basically if you say "don't punish" you're effectively advocating stalking.

Don't drag the community into a problem you're having with another individual. Deal with the problem with that person.

If you feel like you're being personally harassed by someone I would email a mod or Robin. Each of these situations is unique and should be evaluated as such. What the OP seems to be suggesting is some sort of broad anti-stalking rule and that's a bad idea. For example, it may lead others to not give a thumbs down to a perpetual trouble-maker out of fear they'll go running to Robin and cry "stalker", when in fact they brought it on themselves. And frankly, that seems to be precisely the case here.
