Above the U4 ROM, the zero ohm resistor at jumper position "X" needs to be in the "W" position.
i.e. X needs to be vacant, W needs to be jumpered.
Thank you, so I can just desolder that resistor and move it up to 'W'? I'm curious how it worked fine for the previous owner but now it's not working correctly for me.

Yes, desolder it and move it up. With X currently being jumpered, only half of that U4 ROM is accessible so you're going to be missing speech/sound effects and it could possibly be causing your problem.
