Squawk and Talk no sound

hello. i recently got an Embryon that boots but no sound. It has a AS2518-61B board. if i press the test button on board some speech samples are played, so speaker works.
I had this issue with a lost world, not a squawk and talk tho, and replacing the capacitors got the sound to work. i got new capacitors and was planning on replacing them.

Now at closer examination of board i can see current capacitors on board are newer replacements, and "no visible wear", but are soldered on very poorly.

also just recently having read up on jumpers, im noticing the jumpers are not correct for game. and two chips at U4 & U5, one is a 2716 eprom, and one is a 2532 eprom. im not sure if its compatible to have different types?

it says there that usually five is correct, but some games four, so im not sure about correctness here too.

so now im a lil perplexed as to which may be the underlining issue. any hints where to start? replace capacitors, resolder seemingly new but poorly installed capacitors, new roms with matching chip types if thats an issue, jumpers?

Matching chip types are not required.
Strapping the board to match those chip types is required.

Other issue generally is sockets.
