Yes, checking for the proper voltages at the power supply is always a good idea. You can unplug the cpu board from the power supply for testing.

You should be able to find exact pins for voltage in the manual.
3J2 should have +100vdc, -100vdc, and +5vdc for the displays
3J1 should have +5vdc, +12vdc, and -12vdc

Check out pinwiki, as I'm sure there's more detail there too.

You'll probably have to order online. Finding fuses at brick & mortar shops is pretty slim, and always not the amp you need.

I believe the +5 is made from the unregulated 12vdc. This should be pins 11,12,13 on 3J1. Did this voltage check out (should be more than 12)? The unreg 12vdc comes from from bridge rectifier BR1, and capacitor C10. But, if you have over 12vdc, these should be good. Q5 would be the next place to check.

14vdc should mean that BR1 and C10 are fine. IC1 and Q5 are the other items in line. Not sure about testing Q5, other than checking for voltage, which in your case is below 5V. 2n6059 is the replacement.
