2 ways, unreduced laquer sprayed at a lower pressure . Or spray can "webbing " you can get the spray can webbing made by Krylon from Michaels (the arts and crafts store)
The splatter is called "stibble effect" in the airbrush world. Hold a popsicle stick in the paint stream and the 'stibble' then comes off of the stick. Practice on something else first.
That's not splatter it's webbing. The webbing in a can comes out much thicker than factory. The factory technique can be achieved but you'll need a compressor/spray gun/etc and way more involved but more authentic. Both methods need to be practiced quite a bit until you can get the right effect you need....practice on cardboard/wood etc.
