In the process of bringing my Old Chicago back to life. I took the spinner apart, cleaned, adjusted, and lightly lubed it. It's spinning fast now! But I would like some opinions on adjusting the switch. I have mine adjusted where the switch juuuuust makes contact for a brief moment when the flap is perfectly upside down while spinning. I have attached a pic of what it looks like at rest in the open position to give an idea of how far apart the switch arms are. I did notice that having it adjusted this way means that the ball has to hit the flap hard enough to make it go completely vertical before it registers a hit. So if the ball barely tips the flap or if it very slowly goes through, it doesn't count that as a hit. So I'm wondering if this is correct? Or should I have it adjusted to where a much lighter hit will score? How do you have yours adjusted and why?

I'd say it is personal preference. However, I don't like playing any spinner game where the ball can just squeak through the spinner slowly and not score. Slow enough where the spinner deflection is not enough for the blades to contact and the spinner doesn't make a full rotation. The blades need to make solid contact just before full rotation.

I have several Bally games with spinners and I do an initial setup, play, adjust and do it by feel.

Looking at picture it appears you need to clean your contacts as you have some arc/spark burn.(probably from just making and being dirty)
As far as adjustment, just as Skidave wrote “personal preference” I would agree. For me, I would have switch adjusted closer.
