On a normal cpu a bootup as you are describing generally points to the cpu not being able to read the game ROM. Try reseating the game ROM and see if that helps.

On your switch issue it sounds like there is a switch somewhere that is gapped too close. I dont have a manual so it could be anywhere, drop target, standup target etc.
