That plunger looks pretty nasty. Check to make sure the plunger is moving through the coil sleeve freely and easily. If it isn't, then you've got a mechanical issue you need to resolve by replacing the coil sleeve and probably the coil. If it's moving freely, you'll have to start looking at transistors and voltages and electrical stuff.
