Looks like it was added then commented out in 2012.

While this problem is uncommon, it's quite maddening to track down. However, since the board architecture is split between a "sounds" lane and a "speech" lane, at least the number of suspect components can be narrowed. In at least one instance, "garbled" sound was caused by a failed 74LS75 latch. Just after the game was turned on, sounds were normal. But, as components on the speech and sound board would "heat up", speech became garbled, progressively becoming worse, until the speech was completely unintelligible, and then completely missing. The 74LS75 latches may be replaced by 7475s.
