If this is happening to both players, you may just have a stuck PF switch. Check the two outlane rollover switches and the spinner. My guess is, it's the outlanes. Adjust the switches or put a straw or a piece of paper over the switch to separate it and see what happens.

Yes, but he said it happens to both players, so that rules out the score reel.
