I had the exact same issue. Have to bend the deflector a bit to compensate for the Cliffy protector.

Quoted from Ballsofsteel:put some washers under the scoop to elevate it, then put the scoop ontop of the washers. i did this with my cliffy, it elevated the scoop so the ball would drop. i found it was a PITA to get it dialed in, i just ended up selling the game anyways because the rule set wasn't much fun.
