Getting strange noise from game. Any ideas where to start?

Looks like C37 capacitor is bad.

You really can’t test caps in circuit with a mm.

I assume you are getting 5 flashes on the board's LED on power up. If you are, the small electrolytic caps should probably be replaced. I would start with C15, it looks toasted. Then C42, C19, C24 and C25.

Going to clean the chips and swap the MC chips.

Based on that video the board is booting and rebooting after the self test sequence is over. You just can’t hear the call outs during the self test. I’m betting it’s the caps

Well I got it fixed without replacing any caps. Here’s what I did:
1. Pulled all the IC chips, cleaned them and reseated them.
2. I swapped the IC chips starting with “MC” chips that are identical.
3. Cleaned the pots.
4. Reflowed the solder on just the connectors on the board.
5. Pulled C15 cap and tested it. Passed. Put it back.
6. Reseated the cables.

...and that’s about it.

Well I got the voices to work... now how to fix the sounds; sound scratchy.
