On your sound board make sure your number 2 dip switch is off, also check the rheostat on the speech board and make sure it is turned up, and also check your ribbon connection. Start with that and let us know.

If all of the same segments of your displays are going off and on at the same time I would think it would be a connection problem but only becuase usually resistors don't teeter on failing, they just fail. But with that being said check the resistors anyway. They are the ones all lined up right underneath the top connection on the main display board. Easy to check resistance (4.7 I think) and easy to replace. Good luck and keep us updated.
