On your sound board make sure your number 2 dip switch is off, also check the rheostat on the speech board and make sure it is turned up, and also check your ribbon connection. Start with that and let us know.
It's possible. In Blackout you have a sound board and a speech board. Upper right in the backbox, connected by a ribbon cable. First thing to check is make sure switch 2 of the soundboard dipswitch is set to on.
I was looking at my Blackout to answer this question while JW posted. lol He is correct, but I think #2 needs to be set to on. Either way you can play with your dipswitches and see if the speech comes on.

Ok! Now were on to something. I have some speach now but it's not much. I don't get any start of game speach and only end of game speech every other game or so. Nothing during game play. I just bought the game and haven't went through it at all. It has some problems but for $225 I couldn't pass it up. The dip switch was off and the balance turned to the right (sound only). Connector, reset. While I have your help,(and Ty for it) the bottom left line on several displays go in and out. All at the same time. All on or all off. Any ideas on that?

Most likely a resistor on your main display board. If you have the schematics you can tell which one is for that segment. If not sometimes you can tell visually which ones are toast, or check with your dmm.
Also make sure the connectors are all on tight.

If all of the same segments of your displays are going off and on at the same time I would think it would be a connection problem but only becuase usually resistors don't teeter on failing, they just fail. But with that being said check the resistors anyway. They are the ones all lined up right underneath the top connection on the main display board. Easy to check resistance (4.7 I think) and easy to replace. Good luck and keep us updated.
