Sound board. Is this corrosion?

My newly acquired Williams Flash has no sound. When I pulled the sound board to check the solder, I found what looks like corrosion running along the metal paths. Has anyone seen this before? They are not bubbles; not air underneath, its hard. Is it the possible cause of my lack of sound? Cause? Fixable? Or replace the sound board? Thanks in advance.
