That's clearly the "longer and more serviceable wires" upgrade that Williams recommended in a service bulletin. I would think you'd have to pay a premium for that.

Are puck bowlers worth that much? Are there certain ones that are worth more? What about the difference in EMs? I have absolutely no knowledge of puck bowlers and would find it hard giving that much for one. I am fascinated by them though.

Agree, typically you can find the puck bowlers for well under 1k. Not certain on this particular one but again, if you want one, you can get them for under a grand!

A guy in my town has a crapload of the ball bowlers...all need work but he will let you pick one out and then totally shop it and make it beautiful and working for something like 2800 to 4000 depending on the machine.

Most shuffle alleys are certainly not worth that much unless you find them on a retail showroom floor. There are at least 1 or 2 titles that Williams made at the very end that are based on the WPC DMD system so they are worth more than average because of the value of the boards inside. But many EM And SS shuffle alleys sell in the $150 to $300 range while some are simply free since people want them out of the basement from the home they just purchased. Even at California Auctions, a working SS shuffle won't demand much more than $450 to $600.
There were certainly some Electronic Ball bowlers but they were actually conversions. Big Ball Bowlers earned well in the past and it just didn't make sense to have to keep servicing 20-50 year old EM logic so there were some refurbished and converted to Solid State.
For at least another day, here is a converted head of one. You can see how crude the work was at times:
