From the looks of the schematics, this board does not have cpu controlled Special Solenoids.
The special solenoids at J19 are only switch activated.
You will need to ground each pin on J18 to get a signal to J19.
If pin 4 lights up the test-led, most likely one component for that output is bad.
Check Q77, Q76, U7 (in that order).

Are you sure you used the correct and working IC?
If all outputs are high, all solenoids get activated at J11.
Another option can be the IRQ signal coming from U16.
If the output at U16 pin 8 is high, the output at U46 will be high all the time the data lines are high.

I think that is correct.
U7-10 low, the transistor does not open, relay does not activate.
U7-10 has to high for the relay to work.

The output of U58-6 has to be low for the relay and the special solenoids to work.
The special solenoids switches connect to ground to activate a coil.
As U6 is an inverted AND gate, both have to be low for the output to go high and activate the transistor.
