Looks like, it would only melt the solder strip , not heat the wires and let the wires melt the solder , not a good bond.
Seems like something that an operator might have had with them to do an on-the-fly repair that would need to be redone later by an experienced tech with a soldering iron.
yup, your both right, cheep quick way to create a poor solder joint.
if you use a stick match, or a lighter, more heat time = better connection.
Using that open flame just after dousing any contacts with TV Tuner Cleaner could create some excitement.
