I have them. Haven't used yet. Given to me by a pinball repair, camera repair, electronics repair person and he swears by them.

We use Raychem's Rayclad - very similar. Work's great for what it is designed for.
Water resistant - yes, water proof - no.
I used this type while in the Navy - great for butt splices. Trick is to have the proper heat gun attachment - hot in the center to melt the solder, cooler toward the outside to melt the sealant and shrink the shrink tubing, and of course not being so hot that you burn the splice or the wire insulation outside of the splice.
We used RayChem brand - these look like cheap knockoffs that may not seal properly on the ends, thus the splice is not waterproof.
