Great plains electronics stocks a 27 ohm 5 watt that looks like it would be a suitable/better replacement. Might want to just change all 8 of them if you're gonna do it: https://www.greatplainselectronics.com/proddetail.asp?prod=RC5W-27-SQT

Hard to say exactly what you're dealing with here, besides the burnt resistor. Given how many lamps seem affected, I'm inclined to think possibly a bad PIA on the MPU at U14, and/or possibly bad 7408 chips at U53+U54. Are any of those chips socketed?
