The shoulder bolt will definitely have some give to it, but it will also create wear and expansion of the oblong drive plate hole it goes through. Looking at the picture, the hole is much wider where the head of the shoulder bolt is than the other end.
Under the playfield there are 2 screws that hole the pitching flap bracket to another bracket under the playfield. Adjust those screws.
