The little turntable is called a score motor. When it gets stuck on like that, the problem is often that the machine is trying to reset, but one of the score units won't go back to zero. So I would check to see if all of the score units are showing zero. If any score unit is not showing zero, that is probably what is causing your problem.

To fix this, at the very least, you would need to clean and adjust some switches on the score unit that is stuck. This particular style of score unit can be kind of difficult to work on, but if you want to try to fix the problem yourself, there is a lot of technical information here:
