Keep in mind, Bally games of that era only show the lowest stuck switch number. Often the unused center coin switch wires were repurposed for a free play button. You should track down and inspect those wires which would have been taped off on games without a dollar coin slot.
In the meanwhile, unplug the front door and see if switch 11 clears. That will narrow down your search.
As for the coils, since the boards are new and you can manually fire them by grounding the transistor that eliminates board or coil wiring issues. That doesn't leave much. Have you repined connectors? Inspect the MPU J4 and SD J4. Look for a misplaced or loose wire.
