Six Million Dollar Man R51 on PS burns

Recently I had a bad display cause damage to the power supply by shorting out Q22 and Q23 and burning R51 (33K). I replaced all three, turned game on, everything worked fine then R51 burned again but displays were still working. Turned the game off and checked the two transistors that I replaced and surrounding parts and found that Q23 is bad again but did not find anything else that checked bad. Any ideas guys? Thanks.

R51 is actually 22K ohms, not 33K as previously stated.
