On top of what 
Chalkey said (most likely the rectifier board F4 solenoid fuse), check the solenoid isolation diode on the sound board at CR3, sometimes it short circuits and causes this issue.
BTW your pictured MPU board shows it's a -17 with Sterns Memory Lane ROMs, not a -35 running Paragon.
