Simple Question: Flipper ROM vs. Game ROM?

    Quick question. What's the difference between a Flipper ROM and a Game ROM? Based on the limited amount of information I'm able to glean from a Google search (plus some wild speculation on my part) I'd think that a Flipper ROM is kind of a "framework" that the Game ROM then applies scoring rules to. That is, the Game ROM possibly tells the Flipper ROM to flash a light or fire a solenoid, and the Flipper ROM handles the actual execution of that task.

    Am I anything even close to correct?
