Some of the switched lights work some don't. This is either a bad bus wire or connection issue.
Easiest test is to make sure the offending lamps have power. Take a test wire and clip it to ground. The cabinet frame will do. Touch the other end to the tab on the lamp socket. If the lamp lights the socket is good and has power and ground is not coming from the board. Since a new board next study the schematic and pull a suspect lamp wire from the connector and ground it. If the lamp does not light you have a wiring issue.
With this many lights out if it's not a wiring issue I recommend repining J1 on the MPU and/or j4 on the Lamp board connector. Look at the lamp board schematic and see if the missing lights have a chip and address wire in common.
