Space Invaders

On my Space Invaders I have a strange bulb issue.
The 4 red inserts/lamps connected to the targets above the 3 bumpers act strange.
2 are flashing, right always dark and the left steady on, but weak.
Targets work as they should, and the 2 flashing ones turns off when the target is hit...the right is always dark and the left is weak lit even if target is hit.
Bulbsockets and soldering is ok.
Any suggestion?
