White paint. Any bare wood area needs white down first to make the colors match correctly. If you paint bare wood without doing this (except black) your colors will dry much darker, even if you matched them perfect.

I can see waterslide decals being used a lot for finer graphics.

My process is
Clean, magic eraser, clean, paint all bare wood with white, scuff areas that need paint, color match, paint, scuff the entire playfield, naphtha, clearcoat

There’s more details, but those are the basics.
I don’t care for decals.
