Those did not originally have a heat sink. The discoloring is concerning but looks like it might be coming from somewhere under them. As I see some of that same color on your 5v regulator and that ceramic resistor there. Speaking of which those can also put out a lot of heat.

Good observation. The build up on the wires does look like the same color. Built up dust can also produce an odor when heated.

I would still prepare for rebuilding the power supply in the future though. WPC systems are near or maybe even past the rated lifespan of many of those components.
