I'm yet to do decals, but I usually pull the playfield now to shop games. Taking the cabinet out to the garage and sanding the inside of it makes it look real nice real quick!
Buy new legs instead of putzing around cleaning the originals, sand the cabinet, shop the game, leave the playfield flaws and you'll have a nice looking game pretty easily! Now's the time to do it and the game certainly deserves it!
