I haven't heard an official number, and IPDB doesn't have one listed. Based on the IPSND numbers and comparing those serial numbers to the Sega games with known production numbers, I'd guess there might have been 1200 Twisters produced.

The individual ratings are all over the place, for various reasons. Have a look through some of the comments:

The fact that it's rare (I think I've only seen it twice at shows in the past 5 years) and not an A-list or highly sought after title probably contributes to the lower rating somewhat.
