Did you try reseating those two chips on the CPU board?
So on Theatre of Magic, do you have continuity between pins 2 and 3 on J 107's connector?
On Shadow, do you have continuity between J130 pin 9 on the connector and any of the other pins on J130? If it's not the power driver board (which you verified with the board swap with ToM) it seems like it has to be a short in the wiring or something on the CPU board. J130 is the drive side of the coils that turns the coils on by completing the circuit. I'm just having a hard time imagining a scenario where ANY of the drive lines also activates the drive line for the coil reset of the wall.
