The DMD is scrambled on specific scenes, such as certain opponents that I defeat, and on the high score initial entering screen. Hopefully this consistency will narrow down the problem? I did reseat the ribbon cable.

Try cleaning the legs of the DSPROM with a pink rubber eraser, and if that doesn't work, try burning a new DSPROM EPROM. The data might be corrupted or the chip may be having issues.
