Turn the game on and it dont boot. It will start to boot and shut back down 28 volt light never lights and the blanking light only flashes when it starts to boot.any ideas?

Your ram could be bad. Do you have nvram installed yet to eliminate the batteries? If not do this first and then we can continue. You can check power at the test points as well and make sure correct voltages are present.Post what you find for values.
