Sega (192x64) DMD Help

So the other day, I turn my games on and leave the room for a minute, to come back and find the DMD on my Maverick glitching out and jumping around, pretty much identical to the issue the Mary Shelley's Frankenstein in this old thread was having:

Scenes that fill the screen (no black background) seem to be fine and don't jump around, but scenes like the highscores will jump around across the bottom 1/3 of the screen.

Now, I've tried the following with no change:

Reseat the ribbon cables on both theMPU and DMD, as well as the smaller one that connects the controller to the display.
Reseat the power connections to both the controller and display.

Tested +5v at the controller board, checked out. The 5v bulletin mod was done as well.
Got +5v and +18vdc at the plasma

Traced back to the BR and fuse connection in the backbox and the rectifier appears ok.

Pulled the display roms on the controller board, cleaned and reseated.

Reflowed solder at the connector pins, as well as on the crystal and large square IC, as I read in another thread that chip was their issue.

Went to pull the 2 large RAMs on the dmd controller as suggested in another thread, but mine aren't socketed. Poked around with a logic probe (very amateurishly) and the pins appear to being doing the same thing on both ICs.

Also probed the 68B45 (U8) and found no activity on pin 3. Not sure if that is correct or not.

Since then, I got my hands on another controller board and ribbon cables. The cables made no change, and the other controller board did the same thing, which leads me to believe I have an issue with my plasma or perhaps on my mpu, or with luck the other controller board has the same issue. But I am out of ideas.

I went in to the display test in the test menu, and the vertical line tests fine, as well as the solids, Its just the last couple rows of the horizontal lines that will jump in test. I can provide video of my game if needed.

You can swap MPU between LAH as they are the same to be sure it is not the issue.
