Sorry. I would re check to see if I got the right transistor. Also, the manual shows Q23 as a firing transistor on the CPU. I would check it as well. Last thing, double check the diode is wired correctly and while you're at it replace the diode.

One other thing, if the game was just shipped, something could have moved and set up a short to ground. I would re verify the wiring path/connections. Do you know if it worked before it was shipped/moved?
