Try taking the assembly apart, cleaning it with alcohol, and replacing the coil sleeve. I know Stern (who bought Sega) uses different coil strength during test sometimes for some coils, may be the case for your Sega. Strong enough to work in test, but not in gameplay. Also check to see if there is a coil pulse power setting (32?) and try jacking that up. Not the right fix, but it may help.
