Sega Apollo 13 DMD continues to boot with full dots

Houston, we have a problem.

Apollo 13 DMD starts up with all dots working, full screen.
After I repaired the driver board and doing some test with the display turned open from the backbox i noticed suddenly that the display was starting up with full dots.
What did i after;
I measured all voltages which are fine.
replaced the flat cables for new.
eproms reassembled into the sockets.

Question;
The display works / displays text without the intervention of CPU board? (stand alone) because there is a driver board with eprom on the DMD
There is a thread with this problem on the Pinside forum, unfortunately without a solution.
