What game is it in?
The red LED display came standard in GOT, GB and WWE for worldwide shipping, not just for overseas. I do not have any of those games, so I don't have a user manual to look to see if any of those have a schematic.
I have read that someone found transistors that shorted and locked on columns of dots. You can test those across the top of row of transistors to see if that is the case. Stern may give you a part number if you call them or email them, if it is not listed in the manual, or they may sell them to you. Though, being overseas, not sure if a distributor could also help with tracking down parts/numbers.
