Assuming it's a machine screw, and that the round nub on bottom is the head, I'd just try to knock it out with a hammer from the top. Then use a T nut and a screw like this http://www.pbresource.com/postscrew/de-530-5012-02t.jpg instead. Maybe bump it up to a #8 if it will fit in the post
