Not really... As long at the game is booting properly, the PIA at U54 is the "first hop" so to speak. You should really start at the 2 transistors though. They are most likely to fail. Have you checked those two transistors and looked closely for broken traces?

Ok, this is possibly causing other problems. Sort it out first, then move on to the lamp column problem.

Another thing to check regarding that lamp problem is that the plated-through holes on the PCB are actually getting to BOTH traces on the top and bottom of the board, especially around those large resistors! Hairline trace fractures are very common in that area.
