One thing you should check is that your weldment isn't worn so much that the ball does not sit centered. I have had this issue on a game I restored. What happens is the round area where the ball sits get elongated allowing the ball to sit off center of where the plunger is and the plunger does not hit is straight up, but instead to an angle.
