Fuse list is on page 1-51 of the manual. It's probably F102, F103, F104 or F108. If you go through the coil test, you will be able to see which number "solenoids" drive which flashers. For me, opening up the backbox and visually looking at all the fuses is faster than even finding the list in the manual. 
But fuses can look good even though they're bad. Takes a few seconds to test each one. Go for it!
Also yes, make sure the coin door is closed, or else the interlock switch is pulled out into the lock position (which keeps the high power on while you have the door open).
