    See the attached photo - this thing is stuck.

    Is my only option cutting off the plastic flipper bat, and pulling it down from the bottom?

    If you can get that screw to turn at all, you might be able to use a punch and hammer the flipper shaft up through.

    I went at it for an hour. I’ll give it another shot tomorrow, good thought about the hammer.

    I'd just chop the crank+shaft off from the bottom

    There is plenty of meat on that head to grab with a vice grip if it's stripped. I would cut the bolt from the slot in the crank or just cut the crank near the flipper shaft before I attempted to cut the flipper. Good luck!
